Governance and Institutional Design

When institution and governance structures are unclear, accountability suffers

Decision-making structures that support defined outcomes

Water management happens through institutions and governance arrangements. When these structures are unclear, accountability suffers. I review and advise on best practice decision-making arrangements and institutional structures to support your defined water management outcomes.

Working with Colton Consulting

What I do

  • Review governance arrangements to diagnose gaps, overlaps and risks.
  • Design decision-making structures and frameworks aligned with complexity and stakeholder needs.
  • Develop accountability frameworks and coordination arrangements.
  • Build adaptive mechanisms and review triggers for long-term resilience.
  • Advise on governance approaches for managing shared resources, coordinating across jurisdictions, and resolving conflicts

When you need this

You need governance and institutional design when:

  • Governance structures are unclear, fragmented or contested.
  • Cross-jurisdictional or cross-agency coordination is inconsistent or ineffective.
  • Governance issues are undermining implementation.
  • Stakeholders lack confidence in decision-making processes
  • Implementation failures stem from governance gaps rather than policy problems
  • You’re establishing new institutions or reforming existing ones

What you get

  • Advice on clarifying roles, responsibilities, accountabilities and decision pathways, supported by diagnostic assessment of current arrangements.
  • Guidance on governance frameworks informed by best-practice comparative analysis and tailored to organisational context.
  • Capacity-building support to implement adaptive institutional arrangements capable of evolving with changing conditions.
