The Water Reform Taskforce needed strategic analysis and options for the potential re-establishment of a National Water Commission (NWC). They required insights grounded in past experience, contemporary governance practice and future reform needs, as well as a clear plan for engaging jurisdictions and stakeholders in a sensitive, high-profile reform discussion.

Through a senior secondment, Yvette provided strategic advice on governance models, institutional functions, engagement processes and lessons learned from the former NWC. She assessed evidence, reviewed case studies and drew on academic and policy expertise to develop credible options. She also designed a comprehensive, inclusive stakeholderengagement strategy to guide interjurisdictional engagement and test appetite for reform.

The Taskforce gained a clearer understanding of viable governance pathways for a potential NWC, supported by evidence, comparative insights and practical analysis.
