Review of Schedule D of the Murray–Darling Basin Agreement (Murray–Darling Basin Authority, 2021–24)

Client Challenge

The Murray–Darling Basin Authority was required to review the operation of Schedule D, which governs how interstate water trade is processed and accounted for. They needed clear, practical recommendations that were informed by detailed stakeholder engagement and an understanding of policy, legal and operational interdependencies.

Yvette’s Solution

Yvette led Phase 1 and Phase 2 of the review, undertaking extensive engagement with interjurisdictional stakeholders to identify issues and opportunities. She conducted detailed issue and solution analysis, drafted procedures and marked-up amendments to Schedule D and its protocols, and synthesised 29 recommendations into accessible reports to support senior decision-making.
