I’m Yvette Colton, founder and principal of Colton Consulting. I work with government departments, water utilities, regulators, industry bodies, and consulting partners to navigate complex water policy challenges.
I help government and water sector organisations turn complex water policy challenges into implementable, defensible, stakeholder-supported solutions. I provide advice grounded in evidence, practical experience inside government, and an independent, trusted voice.
My vision is to create sustainable water futures by delivering considered advice, crafting creative solutions, and building genuine connection with my clients and stakeholders—while always caring deeply about the outcomes I influence and the people they affect.
Why water policy matters
I’ve always been drawn to water and natural resource management.
Water is everyone’s business. It affects everything from turning on a tap to the most complex economic and social challenges underpinning our society. Yet critical water decisions are too often driven by crisis and political cycles rather than foresight and evidence.
I care deeply about this work because water resources are voiceless. If we don’t protect them and have frameworks in place to share and manage them effectively, it can cause real chaos for humans and the environment. Communities deserve proactive, transparent management of their most essential resource.
What drives me
When I was at university, South Australia was in the middle of a major drought. I remember watching communities struggle and realising just how much depends on water systems working as they should—especially when you live at the bottom of the Murray River. It made the work feel real, urgent, and human.
That experience has shaped me ever since. I’m drawn to this field because the challenges are complex, the learning never stops, and people’s lives sit at the centre of every decision. Even while studying law, I knew I didn’t want to simply apply the rules. I wanted to help create the frameworks that make a real difference for communities.
How I work
I bring a blend of creativity, deep thinking and genuine care to complex policy work. My background in music and art means I don’t approach problems in predictable ways—I use creative methods to spark insight, open up possibilities and make the work more engaging for everyone involved.
I’m someone who listens first. I take time to understand the people, systems and constraints around a problem before moving to solutions. This reflective, empathetic approach helps me build trust, read the room, and design responses that genuinely fit your context.
Connection is central to my approach. I create space for constructive dialogue, and help bridge perspectives across agencies, disciplines and stakeholder groups. This is often where momentum is created and where the most durable solutions emerge.
And I care—about the integrity of the work, the communities it impacts and the pressure public sector teams are under to deliver. I provide clear thinking, steady guidance and “no surprises” communication so you always know where things stand.

My experience
I have over 15 years’ experience in water policy, governance, and legislative reform, working both within government and as an independent adviser.
Highlights include:
- Led review of interstate water trade under the Murray-Darling Basin Agreement (Schedule D)
- Advised on policy directions for the Basin Plan Review
- Supported Vietnam’s water law reform through international collaboration
- Led engagement with water corporations and drafted licensing guidelines for Victoria
- Led a policy White Paper on water banking in the Murray-Darling Basin with One Basin CRC and Flinders University
- Advised on governance models for a potential National Water Commission
- Led water register and Landscape SA Act reform and water trade policy for South Australia

- Peter Cullen Water and Environment Trust Fellow (2023)
This breadth of experience—from major Basin reforms to international legislative work to practical guideline development—means I understand water policy at multiple scales and in diverse contexts.
